1995 OMC Cobra Problem?

We put the Muffs on to start the boat up for the first time this year. The boat turned over but it didn't start. I looked at the water separater and their was no fuel in it and that's the first stop it makes. It's drawing air and no gas. The gas will not leave the tank and go anywhere, if i pour gas in the carburetor it will just pull air after the gas is gone. The gas tank seems to be full. What's the Problem?
