Advice needed: Neighbourhood terrorized every Halloween by goat with a sweet tooth...?

First, you need to rename the goat. Those who know me might start putting two & two together, Jack. That wouldn't do well come Halloween for me. Furthermore, that freakin' tear gas sucks and I'd appreciate if you would refrain from such hostile tactics this year. Just be nice and put out some Godiva chocolates in a large crystal bowl where it can be found and consumed with ease. Flowers nearby would be a sweet touch, too.
