MTG: "Comes into play" question?

In a 4 for all game we played today Player 1 cast Voracious Dragon and devoured 7 goblins. When it came in to play he targeted Player 2 with the 14 damage (which was enough to kill Player 2). Can Player 2 tap his Jagged Scar Archers (with current power and toughness 14) to kill the dragon before he dies (spite kill, he knows he's dead either way)? Or does the come into play effect of the dragon happen before he can use the archer's ability at all?
