Whys my car idle so high and rev by itsself?

its a 1999 3.8 mustang..it idles at about 1000rpm and never goes lower and if u sit there itll rev just a little by itsself...what could be the problem.....i highly doubt it has a cam...it dynoed at 152rwhp 176rwtq with bolt ons and exhaust thnx
