Isn't the process of ping this healthcare bill getting shadier and shadier by the day?

The House already ped the bill months ago, by a majority vote. It was the senate that screwed everything up with their filibuster rule. But seeing as they already ped the bill, they can now vote on the amendments separately. There is nothing wrong with that.
